Behavioral Health Concepts

Behavioral Health Concepts (BHC) is an investor-owned behavioral health services management company formed in July 1993. BHC’s objective is to provide behavioral health management services to acute care hospitals in order to improve their profitability through the expansion of their product mix and the utilization of unused capacity. BHC is a national company with its main office in San Clemente, California and a regional office in Indianapolis, Indiana.

BHC in its partnership with a host hospital will furnish all administrative management services necessary to develop and operate a behavioral health program so as to provide high quality patient care. These services will include the following:

  • assistance in the planning, design, and production of all referral development and educational literature;
  • program development;
  • ongoing program administration, including assistance and consultation in the design and implementation of procedures to be used by the host hospital;
  • community liaison and referral development;
  • staff development and continuing education;
  • utilization review and quality improvement functions;
  • participation in BHC’s outcomes protocol;
  • coordination with community agencies that refer patients;
  • assistance in ensuring compliance with all licensing agencies.

BHC will assist the hospital in the development, upgrading, and maintenance of the program to meet or exceed JCAHO standards. This assistance will include the development and maintenance of a comprehensive set of procedures and policies for the program, covering all aspects of program operations. This Policy and Procedure Manual, and periodic additions, deletions or amendments, will be submitted to the hospital for approval.

Additionally BHC will provide the following services:

  • Provide, after consultation with key members of the administration and the medical staff, all necessary polices, procedures, forms, and staff orientation and training sessions subject to the hospital's approval.
  • Provide consultation to the finance department in the development of billing procedures, charge master and interim reimbursement rates.
  • Implement, after consultation with the host hospital’s quality improvement and utilization review committees/designees, a comprehensive quality improvement and utilization review program which will include the implementation of outcome studies.
  • Implement an aggressive and professional community liaison and marketing plan. The marketing strategy will be to communicate the program components and the high quality of care offered by the host hospital to potential referral sources in the hospital's service area. The marketing program will seek to demonstrate the clear superiority of the host hospital’s programs over competitive hospital programs. Professional and referral relationships will be enhanced with area physicians, psychologists, employers, social workers, skilled nursing facilities and other potential referral sources. The key objective of this plan will be to reach out to new markets and demonstrate a high degree of responsiveness to all referral sources. BHC will supply all policies, procedures, forms, and educational sessions to implement the community liaison and marketing plan.

BHC will implement education programs in the following areas:

  • Orientation of unit staff to BHC philosophies, policies and procedures.
  • Development of a behavioral medicine nursing education program.
  • Development of a community education program.
  • Development of a series of seminars/workshops for local professionals and potential referral sources.
  • BHC will recommend a fee schedule that will maximize revenues, while still being competitive.
  • BHC will provide technical assistance to the host hospital in preparing the physical plant to provide the necessary therapeutic milieu to accommodate the behavioral health program.
